How does the US govt know that a person who overstayed his/her visa and has left the country by air is gone?

The USA does not have exit controls. Your passport is not scanned as you leave. When you arrive your passport is scanned and you are given an I-94 which shows the date you must depart. You turn your I-94 into the airline as you are preparing to leave.

If you leave without turning your I-94 into the airline then as far as ICE is concerned..... you never left. In that case the next time you arrive you'll be held at the port of entry by the CBP Officer while an investigation takes place. The burden of proof will be on you, not the CBP Office, to show you left on time.

If you lose your I-94 the airline will provide you with a form you can fill out that acts as a substitute and provides ICE with a record of your departure.

There is no log out form at the airport. Your passport is stamped on the day you leave. If, however, that particular passport expired and it is not the one you will use to re-enter, your re-entry and exit will still be tracked as you will already be in the system. The computer will have scanned your personal information in your passport/visa and stored in the government data base. They will be able to track your movements.

It is always important not to over stay even just for a day if you are a tourist visa holder. It shows good faith and the US is very strict at exercising the penalties.

there's the data base. Everyone who came in here legally is on the data base. I guess it's programed in such way that it would notify the department in charge automatically whenever someone overstayed. I

You show them your passport when you leave. They scan it and note the date you are leaving.

When you try and re-enter USA, they pull up the file that says you entered on a certain date and you left on a certain date - more than 3 months later - so you are arrested (and deported) for having overstayed a (previous) visa.

This is what happened to an Icelandic girl in December 2007.
She was arrested, spent two nights in chains and one night in jail before being taken back to JFK and put on a plane for Iceland. She is barred from USA for life now.
