How is made sure that a foreign citizen does not enter into a marriage with a US citizen...........?

for the sole purpose of obtaining a Green Card?

That's why they issued a condition Green Card up to the second anniversary of marriage. I think in a country like USA the period of two years is more then enough for survival a marriage.

You need to prove you have a bona fide relationship, which includes showing photos, phone records, travel documents, emails/IM conversations and affidavits from friends and family members who know you as a couple.

If there is still some doubt, or there isn't sufficient evidence to prove the relationship, the USCIS can interview the couple separately or together and ask intimate questions that only a real couple would know the answers to.

Marriages of less than 2 years are also only given conditional status, after which they need to adjust status to gain the full 10 year green card.

They do extensive investigation and very personal separate interviews, asking things that only an intimate couple would know.

only the US citizen in the relationship can make that call (whether the foreigner is legit or not) BEFORE they get married.

Once they are married and send in the application, then the USCIS will do all the background checks. However CIS is not perfect.They have made mistakes and issued the 2 years temporary GC and then issued a permanent GC to a foergner who only wanted the GC.

In one case I read about, the foreigner walked away from the marriage 3 days after getting the Permanent GC and there was nothing the US spouse could do. BOTH the CIS and the US citizen had missed this one.

The US citizen MUST be vigilant.

A friend of mine recently married a woman from Colombia. Even though they have been together for 3 years and she is legally working as a surgeon in the US (he's working at the same hospital), they have still been questioned separately because apparently there have been problems with Colombian marriage fraud

They were questioned separately and asked questions like - what was the name of your spouse's childhood pet, how does your spouse drink coffee, what brand of beer does your spouse drink, what color is your spouse's toothbrush, what time is your spouse's alarm set for, what are the names of your spouses parents and siblings, where did you go on your first date, what foods does your spouse hate and other questions you would only know the answer to if you were living with that person.

They are still waiting for approval after that interview, despite bringing in copies of boarding passes of trips they took together, pictures at her family's home in Colombia over Xmas, pictures with his family, a letter from the hospital administrator verifying their relationship, etc

Well a lot of people try this. I have not although a couple of people have asked me and I refused. I think you must stay married for seven years. The Immigration and Naturalization Office can also check up on the couple by visiting the house they live in, so you need to live in the same place. You also need to know a lot about the spouse because they will ask you intimate and personal questions about him/her. I have known people who have done this but to all outside the couple, they were married. They did not disclose that it was for green card reasons until long after the divorce.

It may take 2 to4 years after your marriage depends upon the relationship with your spouse in America. Ask your spouse to visit you once a year and better have a child, so you have better chance of early coming to America.
