How long does a person have to live in Canada before they can apply for permanent resident status?

I've done a lot of research and I cannot seem to find an answer to this. I have found some information on the Canadian Immigration website but it doesn't specify any time frame.

So can I apply for permanent residency in Canada before I move there if I intend to remain there permanently?

A person can have never stepped foot on Canadian soil and apply for permanent residency.

Citizenship takes 3 years, not 4 and they will credit you .5 days for every day you spent in Canada up to a maximum of 1 year. Therefore, if you lived in Canada as a permanent resident for 2 years, they will credit you one year and citizenship will therefore take 2 years for you to become eligible.

There is no set time. You can only apply for PR status if you are in Canada legally or from outside of Canada. As long as you have not overstayed the permitted time for you to be in Canada, you can apply.
