i'm a Permanent Residence of USA. i want to bring my mon and brother. They tried coming on there own from Peru with a visiting Visa and they kept on denying. So, i dont know if i could petion them to come with a visa. I also heard they could get a green card once im a usa citizen, but it will take a long time. Someone told me as long as my brother is under 18 years of age i could petion him to come and get his papers.How long will the process be for my mon and brother(15 years) once i'm a citizen to get their green card?? and for the mean time what forms should i file to get a visa to visit....i know that they will want my income to see if can support them but i only work part-time and go to collegel full-time. Im married to a USA citizen and we do our tax together and he makes good money being a civil Engineer. Can my income be join with my husband???for imigration

You can not help them with a tourist visa. They have to do that all on their own. (Sorry!)
You can petition for them when you become a citizen. You would have to get your husband to co-sponsor them as far as the monetary part is concerned. (Your income can be join with my husband for immigration)
The process now takes about 9 to 12 months. Your brother will take longer if he ages out. I would advise contacting a lawyer immediately after you get citizenship in order to get the paperwork started and avoid any problems. (It would be bad if your brother aged out and had to wait 5 years or more extra over a simple paperwork error)
