Do you know the person?

Only i know that a lot of South African scammers will try to convince you to invite them when they want to get your money, they never actually come its just a way to gain your trust.

The only instance where I know of "invitation letters" being useful was when East Germans wanted to visit their aunties in Poland, ca. 1979.

If you want to "come" to the US, contact your nearest US consulate or embassy, and ask there.

since there is no requirement for such a letter, there is no specific format. so, write whatever you feel. however, your friend will still need to qualify for a tourist visa on their own. the letter is not likely to have much effect.
