What are the countries those have skilled migration schemes specially for public administrators.

I know of no country, specially advanced ones who need to import senior administrators. Most countries promote people from within.

Besides in the advanced countries, government agencies are not permitted to bring in immigrants for publicly funded jobs anyway.

If you are already a civil servant, why not see if you can transfer to one of your country's embassies or trade commissions overseas?
