1. Switzerland is not part of the European Union.
2. Whether you will need a visa for Italy depends on the duration of your Swiss L-visa. If that should be issued for longer than 4 months it will be recognized as a visa waiver and grant you a visa-free stay in Italy for up to 90 days in a 6 months period.
3. If you should need a visa for Italy you may apply for it at the Italian Embassy/Consulate covering the Swiss district (canton) you are staying in:

Italy and Switzerland are both a part of the European Union and you should be able to pass freely across the border. You would need extra permission to work in Italy though |
