Yes, technically they would be. I have a white co-worker who is from South Africa and we jokingly call him African-American all the time. This ought to remind people that "African-American" is not a race but rather simply a designation of heritage.
I don't understand Angelita's answer. South Africa is a part of the continent of Africa, and when we say "African-American" we are speaking about people whose ancestors can be traced to multiple countries in the continent of Africa. So, while her husband could foolishly be called South African-American, this does not change his status from African-American since the latter is inclusive of all countries in Africa. |

They are not African-Americans, they are South African -Americans, my husband is from SA and he is Portuguese-South African ( 1st generation from Madeira, PT), not AA. |

I joke around a lot with this because my dad's family is Moroccan which is technically in Africa and I was born in the states so I sometimes say I'm African American :) |
