Interesting question. I think they would be able to claim the money as there are no immediate tax implications here and no specific rules that I know of to stop them. They would however run a greatly increased risk of attracting the attention of the Taxation (and ultimately the Immigration) Departments when the money began earning interest in their bank account. I do know that you must have a bank account - the money will not be paid in cash.

Well in the US the bottom of the ticket says "must be legal US citizen".

i think they will propably ask for I.D so if he is an illegal migrant he/she won't be able to claim it.
