I have relations who live (over 25 years) and some who were born in australia. Can i get a passport or can i live in australia for good?

If you can qualify for one of our family visas and if your family is willing to sponsor you and if you're prepared to wait for years until a visa is issued, you may be able to move to Australia (though I VERY much doubt it).
After living here for 4 years including at least 1 year as a Permanent Resident, you can sit the Citizenship Test and if you pass, you can apply for citizenship and get a passport.

you must be an australian citizen to get a passport and if your mother and father were not born in Australia then you are NOT eligible to be an australian.
NO you do NOT qualify.
