Not possible. In order to obtain immigration papers and citizenship for an adopted child, the adoption must completed prior to the child's 14th birthday. There must be proof that the child is an orphan or has been properly relinquished by the parents in accordance with the laws in the parents' country, approved by the courts of that country, and then the adoption must likewise be completed under the adoption laws of that country through a licensed adoption agency, etc, approved by the State Dept, and then the child can be issued a visa to enter the US.
In the case of "adopting" an illegal alien, the person could be charged under the law which prohibits "harboring," "sheltering," "transporting," etc, for aiding and abetting an immigration-law violator to enter and/or remain in the US. That's 10 years + $250,000 fine. |

Normally 16 years of age is not classified an Adoption. Regulations from the board of illegel immagrants would be able to help. This could be miss construed as a pay off to have someone become a citizen. There are many times they will not allow the adoption for this reason.
You will have to check with immigration every situation is different. |

A child must be adopted before age 16 to gain immigration benefits.
Also the child must have been in the legal custody and have resided with the adopting parents for two years to be eligible for a visa.
The child would not become a citizen by adoption. |

Mauricio the situation u speak about its only possible if the 16 y/o its considered an orphan ( mother and father are death or they renounced to their rights as father and mother ) and was adopted by someone who is a citizen and is related to him , in case of someone not related by blood the immigration rules only would allow adoption if the person being adopted is a 15 y/o ( 16 would be considered too old ) . |
