Yes, you can. I'm not sure as to the nominating process by Armed Forces Canada, or the number of seats that are available each year, but you can attend. There are quite a few foreign students who attend the US Military Academy at West Point, NY.

The great majority of appointments to the academy are made by U.S. senators and representatives. Citizens of the Philippines, the various Latin-American republics, Canada, and certain other countries, if fully qualified, may also be admitted to the academy.
