Impossible to renounce citizenship but still capable of obtaining one in a different country?

I know I should investigate and do my own research into the laws and constitutions of the countries my question refers to.

So, firstly, to get a general picture, if possible: can one renounce his citizenship in Jordan? If the procedure is illegal or legal but impossible to achieve due to the mechanics of the procedure, could the person still obtain citizenship in another country (European country)? How? Or can that person become a refugee if he really really wants to get out of Jordan ( the situation being a matter of life and death)?

All European countries have their own laws and they are very different so if you don't say what citizenship you are referring to, it is not possible to give an accurate answer.

But it seems like Jordanian citizenship can be renounced. I think you need to obtain another citizenship before you can renounce your citizenship. If the situation is a matter of life and death, you can obtain refugee status in another country. First you have to take up a new citizenship before you can renounce your original citizenship. Otherwise, you'd be stateless.
