LOL. I know exactly what you are thinking...Okay, here's the answer.
Yes, you MUST have a passport in order to leave the United States in any capacity, for any length of time, aside from several Caribbean Islands reached through cruise ships. Several years ago it was possible to go to Canada and Mexico without a passport, but that is no longer possible.
The federal government issues passports, not states. Your failure to make your child support payments fall under state law, and state jurisdiction, not under federal law, and federal jurisdiction. Therefore, yes you can get a passport regardless of if you have paid your child support, or not.
Side note: If you have ever spend significant time in Asia: China, Vietnam, Thailand, Cambodia, etc. you will notice that a sizable percentage of the expats are those living another life in order to avoid making alimony, child support, of school loan payments. If they stopped issuing passports due to these debts, I hazard to guess that China and most other Asian nations would suddenly have a severe shortage of English teachers and import/exporters.
Have fun abroad. Don't forget to stay in touch with your kid if you're going to bail out. I recommend Thailand as a can't miss choice, Cambodia if you're a braver soul. |

No, you cannot get your passport if you owe arrears for your child support. I know because my ex owes me arrears and he cannot get his until they are paid off. Also, you only need a passport if you are going to fly. There are other options available (cheaper) for ground travel. Check out these websites to see the other options available. I hope this helps.

You need a passport to get back into the United Stated but, also to visit foreign lands. Everyone doesn't need to get a passport however, it is an excellent form of ID. |

I think you only need one if your going outta the Country. I flown plenty of time inside of the US and have not been required to have one yet. I think all a passport does it show that your a citizen of the USA so they don't think your trying to sneak into the USA from another country |

If your passport has expired and you owe child support, in order to apply or renew a passport the embassy will check with homeland security and the US Department of Health and Human Services (child support) first before issuing a passport. |
