He can fill in a form saying that he thought he had it at home, and now he needs it and cannot find it... it is going to be declared as lost, he should not say that it was lost for years. That would be his last lie before going to the Hajj :) |

contact a travel agencies in your location and see weather that he have very much influence in the passport office. send some money to him(i think u can understand this) and ask him to get the passport. this is the most shortest way |
