There is no such thing as a Canadian fiance visa. You can try to get a visit visa to visit a boyfriend/girlfriend in Canada but unless you can prove to the embassy that you will be returning from your visit, you will be denied. For sure you can try it. If it is denied, you can always get married in the Philippines and then apply for sponsorship.
