She was born in 1924 to Canadian parents. They came to the US and she became a naturalized US citizen. Did Canada still consider her a citizen? Do the new laws apply to her?

Under the new law, yes she would be a dual citizen - canadian and american.
You also may be able to apply to be a canadian (dual) as well since you are the first generation born outside of Canada.
Your siblings would also be eligible.
Your kids however would NOT be eligible though.
