If you are in the US as a visitor, you can change status to J-1 if you
have the necessary sponsorship. The change of status application is form I-539. The regulation relating to J-1 status is 8CFR 214.2(j).
See uscis.gov for the regulation and the form. There is no restriction on nationality.

If you can show proof of sufficient funding, a place to stay and a return ticket, it shouldn't be difficult to get a J1 visa.
