J1 visa help how can he change it?

a friend of mine brother came to usa on a j1 visa but didnt complete the programm. his sister is applying for her greencard she married to a citizen, his visa expired in january i think can she or her husband help him to get legal

Well, she can't help him anytime soon, that's for sure, unless her American husband has an American sister he's willing to contribute. Only US citizens can file for brothers and sisters, and your friend doesn't even have a green card yet. three years after she gets one, she'll be eligible to become a US citizen. she could file a petition right away, but it will take that petition at least another 11 years from that point before it becomes valid for use. and until it's valid, it won't be of any use for the brother.
