Me and my boyfriend wanted to get married soon but...we have a problem....?

My boyfriend was born in Mexico but was brought illegally into the US when he was like 3...but he went back last year to fix everything and become a citizen and they basically told him that he was in trouble and that he had to sign a waiver saying that he wouldn't get married for 5 years(until he becomes a citizen) My question is is there anyway around it?????
