My dad is a legal permanent U.S. resident.. what does he have to do in order to have my brothers come here?

He couldn't file petitions for them until he became a citizen and then it would take at least 11 years. He can send letters to the embassy inviting them and offering to put them up during their stay, but they'd still have to qualify for tourist visas on their own in order to get one.

He needs to submit a form I-130 for each son or daughter (unmarried) he wants to come to join him. Download the I-130 form from the CIS website, follow the instructions, submit the forms with the fees involved, and wait until they are called for a visa interview.

He can apply for a visitors visa but the liklihood of denial is strong.
Since your dad is residing here, it may be concluded that your brother
is not a bona fide visitor.

Your dad will have to be naturalized citizen and then sponsor your brothers if they are minors. If they are over 18 then there is not much he can do. They can visit on a visitors' visa.
