The short answer is no, you're not actually related to her.

Are they actually living in the UK? If they are, she may be able to sponsor you to join them but that's something they need to investigate from their end

edit: periods of study in the UK don't count towards the eligible period of residency to be considered for Indefinite Leave to Remain

step parents are NOT considered part of the family for immigration or citizenship purposes (unless she adopts you and I dont think she will do that).

Short answer would be no, your connection is not relevant to the British immigration authorities.

However as said above it is possible to come to the UK to live, work and study without a passport.

Your easiest option if you can afford it is to come here and study when you are 18, do decently and you'll get residency at the end of a three year bachelors degree. There are fees involved and you have to find a school that will accept you here. Try checking ucas and your local british embassy/website.

If you cannot afford this you could try getting a work visa on points, you get points for being young, having a degree, savings, earnings and English language skills. This can then convert to residency and citizenship in a similar but more certain manner than a student visa.

However if you are living in the USA you will need to be earning around $30000+ a year to qualify.

You could always just come here with a normal USA Passport, no visa and we will let you in. Right now the economy isn't so great here either, but in a couple of years it should be easy enough for illegals to get jobs here again and for yanquis its quite easy. You can come for 6 months legally to find out if you like. 1 in 15 Londoners are illegal and we might be doing an amnesty soon!

Otherise find your self a British to marry.

Oh of course in a year or two the government might change the whole system again so try coming back in a year just in case, but as for your dad's wife, only useful if your dad and her move to the uk, then you'd be allowed to come to be with family.

you could but I don't think it's that simple as going to the post office to get your passport.

Need to file petition and filing immigration forms..and etc. this things take time.

Best bet ask your parents or consult an immigration lawyer on the 'other' side.

I presume you're an American citizen. If you get an American passport, you can still move to the UK when you're finished with School. If you want to become a British citizen, I'm sure there is a way to get a British passport, after maintaining residency there for some set period of time. You don't need a British passport to move there.
