He has to apply for permanent residence with immigration first . If his parents are now legal , it should be fairly simple . However , if they are still illegal it will be a bit tougher . After he becomes a legal resident for a few years , he can apply for citizenship .
Edit: He doesn't have to return to his home country to apply for permanent resident . The other posters are mistaken . |

In order to start the process, he would have to have permanent residence status (i.e. a green card). And unfortunately, usually in order to get one he would have to leave the country, apply for a visa at the US Embassy, and return. |

There is no way under the current US Immigration law for him to become a citizen let alone legal permanent resident. |
