My friend is in uk on charity worker visa and wants to get married with HSMP visa holder can u pls tell how?

as both of them are on visa base so its quite difficult to understand, how long the procedure takes they need to get permission from home office.are they remain here and get marry ? what will the whole procedure pls let step by step
Additional Details
As i know that COA letter is require,is there any accomodation letter is required,or any minimum bank balance,and how to apply for dependent of HSMP and which application is needed pls mention in details.

Both need to get approval from home office first. Once approved they will have three months to book the date & get married. After getting married, they don't need to change anything. But if they want, the person on charity work visa can change his/her status to HSMP dependent & can work anywhere without work permit.
