You are toast.
The airlines are not letting anyone get on the airplane without a valid passport.
What time is the flight and where are you?
If you are close enough to a passport agency, you can get one done in a couple of hours (but that is at least $200 out the window for that)
Not to sound snarky, but when you got the tickets, why weren;t the passports looked at immediately? |

International kidnapping is a real problem. I would not take my kid outside the USA without a passport. She might be able to get into Mexico but getting back to the USA might not happen.

If you live near a passport office: http://travel.state.gov/passport/passport_4312.html
and your flight is leaving after 6 pm (most passport agencies open at 7am, but it takes a few hours to make a passport, then you have to allow commuting time to the airport + 3-hr check in)

Your sister will have to appear in person with BOTH parents to apply for a new passport, or at least one parent with the other parent's notarized permission.
