My wife has a P.R of Australia so can i work full time as a dependent?

If she included you on her original visa application as a secondary applicant, yes, you can work full time but only if you have already been granted a visa along with hers and have correctly validated it.

If you were not included in her visa application, you will have to apply for a spouse visa with her as your sponsor. When (if) the spouse visa is granted, you will be able to work full time. You must be in Australia legally or overseas to apply.
