You need an immigrant visa, not a non-immigrant one because on a non-immigrant visa, your spouse will have to leave and she will have to wait in her country either way. You should file I-130 petition for your spouse at the USCIS along with a biographic doc of both of you (you can find both form at www.uscis.gov). Your spouse will need a green card to be able to live and work in the US permanently. She is eligible for one, don't get a non-immigrant visa for her because she will have to leave if you do so. That's not for spouses.
