Is a person eligible for a PIO card if he is a Canadian Citizen, born in Srilanka and married to an Indian citizen, based on the spousal category.?.Is a 5 year X-visa possible?. Genuine answers appreciated. Thanks in advance.

Its Hard to tell. Are you Canadian western or are you actually Sri-lankan?
If you are Canadian western, then you MIGHT be ok, but you need to ask.
If you are actually sri-lankan and a naturalised Canadian citizen, then NO you are not eligible for the PIO.
India refuses to allow certain countries to have privileges inside India, - and this includes Sri-Lanka.
