Please Help, my mother has to make a quick trip to mexico but doesnt know if its required to have a passport?

Unfortunatly the means for this trip are not for vacation purposes, at the moment my grandfather is really ill and might not live.

She does not know if she needs a passport yet to get back in the USA, i know its required for flight trips, but what about on ground trips?.
Also my 6 month old sister is going but all we have is her social, and some hospital papers. Is that enough to get back in.
The office doesn't open till monday, and we just dont have that time for that.
Please help anyone

To travel by ground no. Take a Drivers License and birth-certificate. It will change in June to a passport. The baby will also need a birth-certificate

June 1 is the start date for when all travelers must have a passport. Until then you can cross by land without it. Travelers will still need a citizenship document and valid ID.

The child will need a birth certificate. No birth certificate, no travel.

Rules are changing. In emergencies, which this is, you can call the National Passport Information Center - 1-877-487-2778. You should call them and ask rather than depending on us.

Rules as of 1/2008 require Drivers License and Proof of Citizenship, which can be a birth certivicate or a green card. Rules changed again "Spring" of 2009, and seem to require a passport or a new form of ID called a Passport Card. A Passport Card is easier, faster, and cheaper to get than a passport, but only works for ground and sea travel.

It also may depend on how long she stays. This seems to be a stronger requirement going into effect for "Spring 2009" or "June 2009" - "ALL persons* traveling between the U.S. and Canada, Mexico, Central and South America, the Caribbean, and Bermuda by land or sea (including ferries), will be required to present a valid passport, U.S. passport card, trusted traveler program card (NEXUS, SENTRI or FAST card ) or an Enhanced Driver"s License currently issued only in Washington State and New York ."

Yes you do anytime you cross country borders you need your passport or you will be stuck there and that would not be good.
