having brown skin could mean you are mexican but it doesnt mean you are, being born in mexico to mexican parents makes you mexican.
I have to tell you when you visit mexico you are surprized at how many mexicans could pass for a white american. There were many times that I would approach people on my 1st visit to mexico to ask them where I could find something becuase I assumed they were american tourist and spoke english as my spanish is not great only to find out they were born and raised in the town I was in.
