Im a Russian born and i moved to America when I was 4. I became a citizen and I was wondering if I was born in Russia would I have a better chance of getting a job in England?

No, Russia is not in the EU. If you had citizenship of an EU country, you could basically go to the UK and look for work, no work permit needed.
With a US or Russian passport, if you manage to get a job offer in the UK, your new employer would have to show that he could not find anybody from an EU country to do the job and since there are loads of unemployed EU citizens in the EU, many of them living in the UK, you better have some special skills.
