Step by Step for MOVING from USA to CANADA?

Alright, so...I met the perfect man for me a year and a half ago...he has been to me here in Toronto, Canada twice and I will be visiting him in 2 months in California, USA. We've spent 3 inseparable weeks together, the distance has been unbearable, we want to close it in the next 4-6 months by him (CALIFORNIA) moving to me (Canada).
He does have exactly the 67 points for the self assessment test,
what should we do next? should he apply for a working visa while still in California?
Should he come and stay as an alien for the allowed (?) 6 months and work towards immigration/citizenship while he is here?
Is it true, is there something if him and I are engaged it's easier for him to move? Or does marriage actually have had to take place before he could stay?
We have been looking and looking for any information, it's all quite overwhelming and any help is appreciated (please don't direct me to the http://www.cic.gc.ca website as I am now looking for personal experiences).
(please don't bother including your two cents if you don't approve of the situation, I'm just looking to be pointed in the right direction in the name of love haha).

(he can possibly increase the 67 points in the coming months so this isn't really a concern).

67 points. That is marginal. You need to see an immigration consultant. Yes it can be expensive but in the long run it is worth it to get te correct advice.
