Visa requirements for entering Australia?

My friend is a permanent resident of the United States, he wants to visit his girlfriend in Australia, does he need a visa to enter the country?

His need for a visa is dictated by his nationality, having the green card will not change the requirement. So whatever his nationality, check to see if Australia requires a Visa and then follow the instructions.

Everyone must have a visa to enter Australia. The type of visa he is eligible for is determined solely by his passport country and his US green card is of no relevance. See the following government site for full details of what is required:
