Immigration Act refers to a law. Currently we operate under the Immigration and Naturalization Act of 1986, which has been modified several times since then by other acts.
Immigration policy is usually the rules the executive branch follows (in this case, it could be Citizenship and Immigration Service, Immigration and Customs Enforcement, Border Patrol, etc.). The policies reflect HOW the executive branch will enforce what the law says. For example, the law may require investigation for certain claims of refugee status, but exactly how these investigations are performed is a matter of policy.
Immigration reform refers to the general, systemic change to immigration desired by some. For example, Congress can pass a bill that allocates 100 million dollars to hire more Border Patrol agents, and another 200 million to help 4000 illegal aliens become legal. But actual reform would be closer to allocating 2.3 billion dollars to building a fence on the border and placing military units on the border while providing a path to lawful status for over 10 million illegal aliens.
Immigration amnesty, generally and politically speaking, talks about the idea of providing illegal aliens with a path to lawful status. In other words, making it so they are not illegal anymore, and forgiving the fact that they entered illegally or overstayed a visa, which made them illegal.
We have NEVER had true amnesty proposed in the last decade. There has always been some sort of penalty to aliens in every proposal, even though they would become lawful in the end. Amnesty refers to no penalty, but people don't understand that or they use the word incorrectly. ("Well, the penalty is so small it might as well be amnesty!" they say, but "might as well" is not the same as "is.") |
