There is no Quebec Immigration. Quebec is a province of Canada.

And how come you have an F1 and only an associates degree? The F-1 is supposed to be for going to a 4 year school in the USA.

If you can afford the colleges in Canada, and qualify, I do not see why you would be turned down. Having an Associate Degree will not help, however.
