What documents do I need for a student visa application?

I'm from an assessment level 1 country, but have been living in an assessment level 4 country the past 6 months. I also am going to be in Australia at the time of applying. Do I still need to get a full medical checkup and show evidence of financial security for full processing of my student visa application?

It doesn't matter where you are or where you've been (though it probably should) or where you come from - you must still meet the health requirements and for a student visa they are listed here:
http://www.immi.gov.au/allforms/health-requirements/

Ditto for financial requirements - they have already been modified significantly to reflect the fact that you're from an assessment level 1 country - they're much more onerous for applicants from assessment level 3 and 4 countries.
