What does my fiance have to do in order to be a Canadian citizen before we're married?

My fiance and I are only 19, but we're going to be in a long engagement. He wants to move up here from the US and live with me, but that will be before we're married. What kind of protocols, paperwork, etc do we have to do in order to have this done? I don't know how difficult this may be, and I don't want us to rush into marriage before we're actually ready just so he can be up here.

Well he'd have to get a working visa to come to Canada, and for that he would normally need a skill that is demand. The easiest thing for him to do would be to get a student visa and go to university. When he graduates he is in good position to get an immigrant visa. For someone so young that's about the only option I can think of.
