What does "Country of issue" mean when it is used in application forms? such as canadian visa !?

What does "Country of issue" mean when it is used in application forms? such as canadian visa !?

Does it mean the country where I come from and I have the passport of that country?
or the country where I am applying from AND I HAVE THE RESIDENCE OF THERE ? ( for example I'm iranian but I'm applying from UAE to CANADA and I have the residence of UAE )

It means the same thing it meant the last time you asked this question -- the country you're a citizen of -- the country on your passport. It doesn't mater what other countries you may be a resident of, what they are asking is what country you are a citizen of.
