Depends who is the one migrating and which country they are from and to which country thy are going. There can be soo many answers with different examples but not one that can generalize the real reason

In my case, moving from Canada to the US the government had nothing to do with it.

I was offered my dream job in LA, doing my hobby, and the weather there is nicer.
