Generally, there's a lot of overlap between the two, but a person applies for asylum in the country they're currently in, asking that country for refuge. Refugees are usually in another country, but are applying for refuge in a third country, other than the one they're currently in. Asylum cases are decided on an individual basis, the applicant has to show past persecution based on one of the five applicable grounds under international law, race, religion, political opinion, nationality or membership in a particular social group. Otherwise, an asylum applicant has to prove a well-founded fear of future persecution based on the same grounds if they were forced to go back. Refugees are generally fleeing various conflicts or social unrest that isn't necessarily directed at them personally. If they are officially recognized by the UNHCR as refugees, they can be considered for resettlement elsewhere. a person residing in a country that might allow them to stay there, a country that has an asylum program would normally be required to apply for that first before they could be considered for resettlement elsewhere. Refugees are usually encouraged to return to their country once the conflict has ended unless they've been selected for resettlement elsewhere. US law has a third classification, Temporary Protected Status, which allows citizens of other countries experiencing conflicts to remain in the US temporarily until the conflict has ended. eligibility for that program is established by Congress and limited to specific countries. people applying for TPS do not have to show specific evidence that they are being targeted on a personal basis. |

The same. A refugee is one who flees his country and goes to a foreign country to avoid danger, or to avoid the person in power or the one who rules the country or even persecution.
A political asylum is the protection given by a country to refugees or people who flee their countries so that they will be free from arrest and extradition. Extradition is the agreement between governments to allow people who commit crime or those who fled their country to go back to their country of origin from the country that they went to. Extradition implies wrong doing. |
