What is diffrence between a petitioner and principal applicant?

if any body knows so plz tell me meaning

if its an american citizen applying for a spouse - then the american is the petitioner and the foreign spouse is the principal applicant.

the same goes for any american applying for a close family members - parents, children and siblings.

When it is an employer applying for a foreign employee then the american employer is the petitioner and the foreign employee is the principal applicant.

ONLY american citizens (and legal residents) can be petitioners, BUT the residents are slow tracked while the american citizens are automatically fast tracked.
