Applications for the 2011 DV lottery will be accepted between October-December 2009. The US State Dept website will have the details and application forms once it's open

Other ways to get a green card are to get married to an American, find a company in your own country to transfer you to the US, or find a company in the US to sponsor you (most difficult)
