They would need to have a sponsor, first and foremost.
In the case of someone that entered without inspection, there is not any way for them to be able to adjust their status within the US. They have to return to their home country for Consular processing. Depending on the length of time they were in the US, they will face an entry bar and therefore a denial at the interview, but there are waivers that can be used to overcome the bar.
In the case of someone that entered with a valid visa that has since expired, provided they meet certain criteria, they are eligible to adjust status within the US.
A lot depends on what visa category someone falls under whether they're eligible for waivers and/or AOS, so there are a few variables. No case is exactly the same.
