Well, you can always take a good look at uscis.gov or travel.state.gov for all sorts of info on this. essentially that person would have to qualify for an immigrant visa in some manner. most are based on close family relationships to people who are themselves either US citizens or green card holders. there are also employment based immigrant visas and the Diversity Visa lottery program.
