My mom's friend lives in Canada, and wanted to visit, but cannot get a passport because she does not have "proof" she lives in Canada. She can enter the United States, but then Canada won't let her re-enter.
She was born in Washington State (USA), but then around 9mos of age her parents move back to Canada (all other family members are Canadian citizens). She has a birth certificate from the USA, but no other proof of living in Canada since age 1.
She has paid taxes, had credit cards, owns a house, works, had surgeries all in Canada - yet, there is "no way" Canadian officials say she can proove she resides in Canada.
**At the time she was born, the US/Canada wasn't requiring paperwork for children under the age of 1 to have documentation to enter Canada.
She wants to get a passport, how can she do this?? let me know if you need more info!

If her parents were Canadian, she must be Canadian too. She should apply for a citizenship certificate, see http://www.cic.gc.ca/english/citizenship/proof.asp
She can use the citizenship certificate to apply for a Canadian passport.
If that doesn't work, she can use her US birth certificate to apply for a US passport :) |

as long as her parents were born in Canada, she can use copies iof their birth certificates and marriage certificate, as well as her own birth certificate as proof that she is a canadian citizen.
She needs to contact the canadian embassy or consulate - there is one in Los angeles and there may also be one in seattle - to get the right forms
she will then recieve a citizenship certificate, and then she can use the certificate to get the Canadian passport.
