What to the sponsoring family if the one coming on a tourist visa becomes an illegal alien?

I know that in order to come to the U.S. from the Philippines, you have to put down where or with whom you are staying when you fill out a visa application. Say that person gets approved and comes to the U.S. on a tourist visa, but decides that they don't want to go back home and become an illegal alien or TNT (as the filipino community calls them). The people that were put down on the visa application, I'm sure will be questioned, and have to face some sort of penalty. I was just wondering, what would those penalties be, or what issues would the sponsoring family be facing if that person was not produced?
This question came up after we were talking about people from the Philippines coming in on tourist visas then becoming illegals.
