If you lodged a CSL application in 2008, you should expect to get your Case Officer after 5 or 6 months ( I know of late Septembers who got COs in mid March) and it doesn't usually take long for your visa after that.

If you want to hurry things along, you could consider going for state sponsorship if it's available for your occupation in a state you feel you could live in for at least 2 years. If you get state sponsorship, you can expect your case to start processing within 10 working days of DIAC receiving and approving the state nomination.

CSL applications are being processed pretty quickly, but the demand is just so great and so many people have opted for state sponsored visas (which have priority) that they simply can't get them allocated to COs any faster.
