Why are about 30% of green card lottery entries disqualified?

I was reading about the green card lottery and found out that about 30% of entries are disqualified. Why is this?

The US State Department has said that Millions of green card lottery applications are disqualified every year for failure to comply with rules and regulations of the Diversity Visa Green Card Lottery program. So apply online so tat you knw if you are eligible.

Green Card lotteries are disqualified because the individual does not meet the standards for entrance into the USA

If the applicants do not meet the requirements, they get disqualified.
