2009 Change for Australian driving age (NSW)?

hey i heard some rumors that from July the 1st 2009 the age that Australia's (In NSW) can get a learners permit will be increased from 16 to 17
Just wondering if anyone can clear me up on this because i turn 16 at the end of September 2009 and i would hate to have to wait another year.

So yea...Any help in clearing me up on this will be greatly appreciated
