Get a friend to recommend an insurance agent. Tell the agent you are going to buy a car, they will tell you what to do so you will have insurance from the first moment he drives the car. "A couple of days" later is no good, if you have an accident the first day without insurance you are screwed.
If you buy from a car dealership, they will handle all the title and registration paperwork.
If you buy from an individual, make sure he signs the "title" on the back in the space provided, and gives it to you. If he has a loan on the car it will be be just a bit more complicated, but don't hand over any money until you know you can get the title.
Find the website for the Department of Motor Vehicles, or whatever government agency has jurisdiction over automobile registration in your locality. There will be forms you have to fill out, to get the necessary title and registration papers.
In the United States, most states will require you to pay a "sales tax" of 5% or 6% of the purchase price.

Contact an insurance agent and get insurance asap. Most companies rewuire you obtain insurance within a certain number of days before you're considered driving w/o insurance. Once you obtain a policy, you can register the car with the BMV.
